SpaceX CEO Elon Musk has accused Ukraine of violating Starlink’s terms of service by using its high-speed technology for offensive drone strikes, claiming this “loophole was closed last week.” This assertion comes as Ukraine confirms the restoration of high-speed Starlink and Starshield connectivity, which had previously been throttled and reportedly disrupted critical drone operations and defense against Russian attacks. The controversy has prompted U.S. lawmakers to demand an investigation into SpaceX’s service changes.
The contentious relationship between SpaceX and Ukraine over Starlink's high-speed internet service has escalated, with CEO Elon Musk explicitly stating that Ukraine violated the satellite internet provider's terms of service. This fresh accusation emerges just as Kyiv confirms the reinstatement of critical high-speed connectivity, which Ukrainian officials stress is indispensable for their nation's defense efforts.

On Saturday, Musk publicly declared via a post on X (formerly Twitter): “Ukraine military violated Starlink terms of service and used it for offensive drone strikes to kill people. That loophole was closed last week.” (Source on X) He further underscored SpaceX's significant contributions to Ukraine, adding: “SpaceX has done more to defend Ukraine than any private company on Earth BY FAR.”
Earlier the same day, Ukrainian officials confirmed the restoration of high-speed service for both Starlink and Starshield satellite communication systems. The Ministry of Defense of Ukraine released a statement, affirming: “The monitoring systems of the Ministry of Defense of Ukraine officially record the restoration of the speed of Starlink/Starshield.” The statement further clarified that “The connection remains stable [while equipment is moving] at speeds over 400 km/h (249 miles per hour),” noting that prior monitoring had indicated operational limitations. Starlink represents SpaceX's broader commercial satellite internet network, whereas Starshield is its government-specific offering, built upon the foundational Starlink technology.
Leading up to Musk's recent claim, there was considerable ambiguity surrounding the entity responsible for the initial service restrictions. Musk had previously suggested the U.S. government was behind the throttling, a notion President Donald Trump initially denied knowledge of. However, Trump later corroborated a Wall Street Journal report, confirming he had indeed contacted Musk to request an easing of the restrictions.

Since October 14, Ukrainian officials have consistently accused SpaceX of impeding the country's defensive capabilities by imposing speed limits on Starshield, particularly affecting drones operating above 100 mph and disrupting vital military missions. Dmitri Alperovitch, chairman of the Silverado Policy Accelerator, a Washington, D.C., think tank, confirmed that Starshield terminals continued to experience issues as recently as Friday.
'Things Have Become Harder'
Ukrainian President Volodymyr Zelenskyy had voiced his concerns on Friday via X, stating that the restrictions on Starlink and Starshield “are still there,” and adding, “The speed has not been restored.” (Source on X) He linked these limitations to broader challenges faced by his country, writing: “Things have become harder — partly because of the Starlink and Starshield policies and speed limits. But our frontline is still holding and I am proud of how strong our people are.”
Defense Minister Yevgeny Khmara emphasized the critical importance of reliable connectivity, remarking in the statement: “This result is, above all, important for our front, for the military, the work of drones, logistics, and communications.”
The ongoing dispute has captured the attention of U.S. lawmakers from both political parties, who have collectively called for a formal investigation into Elon Musk and SpaceX regarding the alleged unilateral alterations made to their services in Ukraine.
