CHENGDU, China — In a significant multilateral development, the 21 member economies of the Asia-Pacific Economic Cooperation (APEC) forum, including both the United States and China, have issued a joint statement pledging support for open-source artificial intelligence while emphasizing the critical need for robust security assurances.

The "Chengdu statement on AI," released Thursday, underscores a commitment to respecting "security, data protection and intellectual property rights" while simultaneously advocating for the advancement of open-source AI development. A key provision of the statement is the support for models and projects that implement "strong security assurance through development and deployment."
This development signifies a notable shift in the landscape of AI, moving away from the more libertarian ideals of open source towards an approach that incorporates increased governmental oversight. This comes at a time when China has been a frontrunner in open-source AI advancements, a progress that the U.S. has previously alleged involves the appropriation of American technology.
Open-source AI models, such as those from Chinese companies like DeepSeek and GLM 5.2, are freely available for download and use. This contrasts with the proprietary, pay-to-use models offered by some U.S. companies, like Anthropic. Winston Ma, an adjunct professor of law at New York University, commented that the APEC statement's clear alignment on open-source ecosystems and compute infrastructure indicates a broader regional trend towards open-weight systems integrated with state-coordinated infrastructure.
Li Lecheng, China's minister of industry and information technology, who chaired the ministerial meeting, highlighted the statement as the first of its kind at the ministerial level to include open-source cooperation. Wei Sun, principal analyst for artificial intelligence at Counterpoint Research, described the agreement as "meaningful," particularly the emphasis on "strong security assurance," which provides a framework for security-conscious nations to back open models while maintaining demands for testing, transparency, data protection, and deployment controls. The conversation, she added, is evolving beyond a simple open versus closed debate to one centered on who can cultivate a trusted open ecosystem suitable for governmental and enterprise deployment.
However, the rapid pace of technological advancement suggests that the debate may soon be eclipsed by new realities. Janet De Silva, chair of the APEC Business Advisory Council Digital and Innovation Working Group, urged ministers to proactively prepare for the advent of quantum computing, emphasizing the need for trusted encryption to safeguard the financial system and leverage quantum computing as both a security measure and a competitive advantage.
