A deal forged by a diverse group of senators, including Richard Blumenthal (D-Conn), Darline Graham (R-S.C.), Katie Britt (R-Ala.), Jeanne Shaheen (D-N.H.), Roger Wicker (R-Miss.), and Jim Risch (R-Idaho), was announced earlier on Tuesday. This agreement successfully combined the Russia sanctions package with additional sanctions targeting Iran, facilitating a streamlined legislative path forward. The timing of the first vote on Tuesday night carries symbolic weight, coinciding with Ukrainian President Volodymyr Zelenskyy's visit to Washington D.C. for Senator Graham's funeral services.
In a joint statement, the lawmakers affirmed their commitment: "We are proud to announce an agreement on legislation to stop purchasers of Russian oil and gas from fueling Putin's war machine and to continue restricting the Iranian regime's ability to support terrorism and build its nuclear program." Senator Graham, who had just returned from Ukraine before his passing, played a pivotal role as a White House confidant, particularly in influencing former President Donald Trump to maintain crucial U.S. aid to Ukraine when support for the embattled nation wavered during the early phase of his second term.
The bill introduces sweeping sanctions designed to target Russia and those enabling its military aggression. These comprehensive measures will extend to Russian officials, oligarchs, their family members, foreign entities, key Russian banks and financial institutions, and the country's clandestine shadow fleet.
Notably, the legislation also incorporates a novel authority, reminiscent of tools favored by former President Trump. This empowers the President to impose tariffs on imported goods from countries that either continue to purchase Russian oil or gas or are found to be facilitating Russian sanctions evasion. These tariffs would be concentrated on the top five importers of Russian energy and the top five enablers of sanctions circumvention. Moreover, a critical component of securing the bipartisan agreement, the bill extends existing sanctions authority aimed at restricting funding for Iran's energy and weapons sectors, addressing another pressing global security concern.
