Critics argue that even isolated acts of vandalism would not explain the widespread deterioration, as authorities investigate both the pool’s condition and other alleged incidents on the National Mall.
President Donald Trump stirred controversy on Saturday, asserting that federal authorities had apprehended "multiple individuals" for allegedly vandalizing the iconic Reflecting Pool. This declaration came as Trump faced increasing scrutiny over the $14-million-plus rehabilitation project for the nation's 250th anniversary, which appeared to have gone awry.
Trump had previously criticized his predecessors for allowing the pool to become algae-ridden, vowing to line it with "American flag blue" to enhance its reflection of the Washington Monument. However, shortly after its grand unveiling, the pool's intended blue hue quickly reverted to a familiar green. Despite chemical treatments to combat the algae, the newly painted blue lining began to peel.
On Friday night, Trump took to his social media platform to address the issue. "We've had some real problems with Vandalism at the beautiful Reflecting Pool," he posted. "Just like three days ago, they destroyed the grass outside of the Pool, they've also done everything possible to hurt the inside surface that was just installed." Notably, he provided no details to substantiate these claims.
Agencies with jurisdiction over the National Mall's law enforcement and maintenance—including the U.S. Park Police, National Park Service, and Interior Department—did not respond to requests for comment. Trump followed up on Saturday, posting that Park Police "have arrested multiple individuals for vandalizing our Nations magnificent Reflecting Poll," later correcting his spelling to "Pool." He added, "Who would do such a thing? These are very serious crimes having to do with the destruction of National Monuments. Years in jail!"
In a subsequent post, Trump conceded that the Reflecting Pool would require further repairs to restore it to "an equal level of Beauty." He wrote, "We met with contractors today, will probably be forced to release and drain much of the water in order to do the necessary repairs, but will have them done as quickly as possible."
One individual arrested was David Hearn, a 67-year-old from Bethesda, Maryland, who owned a company specializing in composite materials for watercraft. Hearn informed The Associated Press that he had stopped by the pool during a 64-mile bike ride on Friday out of curiosity. A former Olympic canoe racer, Hearn recounted reaching into the pool to examine the peeling coating, briefly touching a detached chunk before a park worker instructed him to stop. He stated he was then detained by National Guard troops and Park Police for five hours before his release that evening. "I'm a curious citizen," Hearn explained in a phone interview. "I reached down to see what it felt like. It was very rubbery." Hearn's arrest was first reported by The Washington Post, and he is reportedly seeking legal counsel for an upcoming court date.
Critics point out that even if individuals were pulling strips of paint, it would not account for the widespread algae growth, green water, and large sections of blue paint detached from the pool's bottom.
Trump continued to insist on a nefarious plot, stating, "No different than the chemicals that were used on the National Mall, they used something similar in the Reflecting Pool to try to destroy and demean our beautiful work." This appeared to reference the discovery of "86 47" etched into discolored grass on the National Mall the previous week. Authorities believe these numbers, with "86" being slang for "getting rid of," could be a threat to Trump, the 47th president, and are investigating. Trump's claims regarding the Reflecting Pool follow days of negative media attention and public interest in its deteriorating condition.
